INECE, Partners Seek to Identify Efficiencies in National-level Compliance with Biodiversity MEAs

INECE and the United Nations Environment Program (UNEP) worked with partners in Kenya, South Africa, Costa Rica, and Brazil to identify synergies and develop methodologies to improve compliance with national legislation to implement MEAs.

The country pilot projects illuminated replicable strategies for using INECE's methodology in developing indicators (quantitative and qualitative) to improve the effectiveness of compliance and enforcement programs targeted to specific country challenges.

Kenya focused the project on efforts to protect African elephants and several species of sea turtles, specifically on the flow of information among Kenya Wildlife Service scientists, field personnel, and enforcement agents and partners.

The project’s specific focus was on three types of information flows: (1) scientific data such as habitat and biological activity, (2) field-level information and intelligence, and (3) enforcement activities. This issue affects Kenya ’s MEA responsibilities under CITES, CMS, and Lusaka, and is also relevant to improving compliance with correspondent national legislation.

INECE, IUCN, and Pace Law Team Up on Compliance Colloquium
The 4th IUCN Commission on Environmental Law Colloquium, "Implementing Environmental Legislation: The Critical Role of Enforcement," will be held at Pace University on 16-20 Oct. 2006. The Colloquium will bring together will bring together more than 150 academics and practitioners to formulate strategies to strenghten environmental enforcement.
