Implementing Environmental Legislation: The Critical Role of Enforcement
and Compliance From 16-20 October 2006, more than 200 academics, judges, legal professionals, lawyers, and activists
from 47 nations
convened at the Pace Law School campus to share experiences, forge partnerships, hatch plans to train a new generation of environmental lawyers, and step up efforts to create models for enforcement and compliance.
The Colloquium was the 4th international environmental law summit hosted by IUCN's Academy of Environmental Law. It was co-sponsored by INECE, IUCN, the United Nations Environment Program, the U.S. Environmental Protection Agency, and the NAFTA Commission for Environmental Cooperation.
Delegates concluded the summit during a meeting at the United Nations, where they expressed the urgent need for the international community to strengthen environmental law compliance and enforcement to diplomats. Review the Key Outcomes. 
During the Colloquium, INECE facilitated the "Measuring Progress" Panel, which addressed the role of performance measurement indicators in shaping environmental compliance and enforcement programs. The panel was comprised of Michael Stahl, US EPA; Alex de Sherbinin, Center for International Earth Science Information Network (CIESIN), Columbia University; and Maria Eugenia Di Paola, FARN, Argentina.
INECE, the US Environmental Protection Agency, and the Center for Interdisciplinary Studies for Sustainable Development (Colombia) facilitated the “Enforcement and Compliance Capacity Building Workshop.” The workshop provided an opportunity for participants to assess their specific needs for opportunities for capacity building and to provide recommendations on key products and services that would meet regional and country-specific needs.
