Secretariat Year End Letter 2003

Dear INECE Participants and Colleagues:

2003 was an outstanding year for the INECE Network, thanks to the dedication and support of its participants. During this past year, INECE has grown its membership, increased its sources of support, inspired new leadership for our growing number of projects, and launched new initiatives to implement our three-year strategic plan. INECE is well positioned for another exceptional year in 2004.

The following is a summary of key INECE accomplishments in 2003:

  • INECE participation has grown by almost 50% to over 3,300 participants, in more than 130 countries.
  • INECE launched its Environmental Enforcement Indicators Project by forming an expert working group, drafting a background paper, and then teaming with our colleagues at OECD for a two-day Workshop in November. Workshop conclusions and next steps are posted on the INECE web site, along with the various presentations. http://inece.org/indicators/workshop.html
  • INECE initiated its Best of Enforcement Book Project with support from the Netherlands Ministry of Housing, Spatial Planning and the Environment (VROM), Environment Canada, and the Czech Ministry of Environment. A late summer/early fall publication date is anticipated.
  • INECE expanded its Web site and is now receiving over 4,000 hits per day, with a high of over 6,000 hits per day. http://inece.org/
  • INECE also launched eight discussion forums: Wildlife, Hazardous Waste, Pesticides, Ozone, Indicators, Public Participation, Water, and Inspectors. http://inece.org/forums.html
  • INECE partners taught the INECE Principles of Environmental Enforcement course in Brazil and India in 2003; courses are planned for Serbia, Morocco, Jordan and Botswana in 2004. INECE also launched an initiative to update the course book for this flagship INECE product. http://inece.org/enforcementprinciples.html
  • INECE developed Regional Network strategic plans for Africa, Asia, Central America and South America. The strategic plan for Africa was presented during a workshop in London preceding the Executive Planning Committee (EPC) meeting in November.
  • INECE participated in regional events in Argentina, Brazil, Costa Rica, China, Italy, Japan, Kenya, the Netherlands, and elsewhere.
  • INECE revised its Brochure and EPC members translated the Brochure into French, German, and Russian. Other members are translating the Brochure into Spanish, Croatian, Chinese, and Portuguese in early 2004. http://inece.org/library/BrochureFinal.pdf
  • The EPC added four new members: Paula Caldwell, Director General, Environment Canada, and Sladjana Miocic, Deputy Minister of Environmental Protection and Planning, Croatia; Carlos Manuel Rodriguez, Minister of the Environment, Costa Rica, and Lal Kurukulasuriya, UNEP.
  • INECE participants contributed significantly to projects including Enforcement Indicators, Regional Network activities, the INECE Newsletter, the INECE Web site, and the planned Emissions Trading Enforcement Workshop.
  • INECE broadened its support base to include Environment Canada, the Czech Ministry of Environment, Environment Agency (UK), UNEP, the World Bank Institute European Commission and the OECD. This complements the traditional funding and support from VROM and the US EPA.

In addition, in 2004 INECE will expand its work:

  • INECE will host the 7th INECE International Conference in Morocco in the Spring of 2005. INECE will shift into high gear immediately after the New Year to start planning the conference.
  • INECE will co-host with the Environment Agency (UK) a Workshop on Enforcement of Emissions Trading Programs 16-18 March 2004 at Oxford University.
  • INECE will continue to facilitate the development of INECE Environmental Compliance and Enforcement Indicators.
  • INECE Newsletter No. 9 will be published in February 2004; already the number of submissions from participants exceeds any previous newsletter. Additional issues will follow later in the year.
  • INECE will soon launch “E-dialogues” on the INECE Web Forums, under the leadership of EPC members and other INECE participants in areas including indicators, access to justice, and hazardous waste.

INECE’s success in 2003 is the product of the hard work and dedication of our participants and the leadership of our Executive Planning Committee.

We hope you are all proud of what we, as a team, have accomplished together. We also hope that you will be able to work just as hard next year to support INECE. The environment needs INECE and you more than ever.
