Report notes:

  • The Handbook is designed to provide a planning framework, and step-by-step guidance, on the approaches and specific activities required to implement EC environmental legislation.
  • The Handbook provides:
    • a series of overview chapters which set out a framework for planning the implementation of the legislation contained with a particular environmental sector such as waste management, nature protection, air quality, international co-operation and others.
    • a series of fiches containing information and guidance about each legal act presented in the Acquis Guide [Approximation Guide].
    • a reference source.
  • The Handbook is prepared for officials, which have the responsibilities for planning, managing, monitoring and implementing the environmental laws and programs. The Handbook covers 83 legislative orders (directives, regulations, and decisions).
  • The process of approximation involves three elements:
    • transposition of legislation
    • implementation
    • enforcement
  • Effective implementation and enforcement requires: reliable data collection systems, effective systems and institutions for monitoring and reporting emissions and environmental quality and inspections, procedures and tools for raising environmental awareness of industry and the public, institutions and procedures facilitating public participation, administrative and judicial recourse for violations, training of staff and affected sectors of society, adequate funding.
  • The accession planning process is driven by the National Programmme for the Adoption of the Acquis (NPAA). This tool sets out each individual legal instrument of each environmental sector of transposition, implementation, and enforcement, specifically:
      • Current situation,
      • Short-term priorities,
      • Medium term priorities,
      • Institution building needs, and
      • Estimate of financial needs.
