U.S. EPA undertakes capacity building both domestically and internationally related to environmental impact assessment (EIA). This website and U.S. EPA's capacity building engagements offer opportunities to share with our partners the application of internationally recognized principles and over 25 years of implementation experiences in environmental impact assessment. Capacity building objectives for a "partner" are tailored for each delivery in order to help them either design or enhance existing EIA programs as appropriate. Engagements are based upon availability of U.S. EPA staff, external funding sources, and an assessment of the likelihood that the engagement will have a sustained impact and environmental benefit.

Potential Capacity Building Objectives Include:

  • Introducing basic principles of EA/EIA to key policy makers both within and outside governments/nations that lack or are deficient in all or some elements of EIA programs and procedures;

  • Promoting the concepts and use of environmental impact assessment among stakeholders e.g. different ministries, banks, public groups;

  • Improving existing EIA laws, processes, programs, and assessments for use in decision-making among ministries and the public and private sector (particularly public participation, consideration of alternatives, structure, and follow-up to mitigation); and or

  • Improving the practice of environmental assessment preparation and review among practitioners including governmental, nongovernmental, and public interest organizations;

  • Providing ongoing sources of training for diverse and changing audiences through @ within an organization with trained in-country facilitator=s for ongoing delivery.
